They are common in Alberta, the Prairies and the edges of big cities, where land is cheaper. Downtown, covered parking is often the top level of a parking garage.
A breathable car cover still helps with blowing snow and dust.

For a modern car with a battery plan, usually yes. For a classic or a car with a soft top, indoor or heated is better.
Can I plug in a battery tender?
Some covered lots have power at each spot, many do not. Ask, or take the battery home.
